Reus freezes IBI and other municipal taxes for 2027 and cuts IBI for empty flats that are let

Update (26 October 2026): the Reus council plenary approved the 2027 tax bylaws on 23 October, with the tax freeze and the new reduction for empty flats added to the Borsa de Lloguer.

Reus Town Council has presented its tax bylaws for 2027, and the main news is that no municipal tax is going up: not IBI property tax, not vehicle tax, not plusvalía. It also proposes an IBI reduction for owners of empty flats who put them up for rent. The proposal will be voted on at the plenary session on Friday 23 October. If you own a home in Reus, or are thinking of buying or selling, this is what you need to know.

Which taxes are frozen

According to the Town Council, all municipal taxes stay the same in 2027, with a 0% rise:

  • IBI, the property tax owners pay every year.
  • Municipal plusvalía, the tax paid when selling a home.
  • Vehicle tax, IAE (business activity tax) and ICIO (construction and works tax).

The only rise is in the waste collection charge, 1.6%. The Town Council compares it with the CPI for the province of Tarragona, which was 5% in September.

What's new: lower IBI for empty flats that are let

Reus already applies a 50% IBI surcharge on empty homes. That surcharge remains, but an incentive is added. Owners who take their flat off the register of empty homes and add it to the municipal Borsa de Lloguer rental scheme will stop paying the surcharge and will also get a 50% IBI reduction. The condition is that the home has been let for at least three months during the previous year.

The councillor for Finance, Manel Muñoz, gave an example: an empty flat with an IBI of €500 currently pays €750 with the surcharge; let through the Borsa, it would pay €250. According to Muñoz, the aim is to reward owners who put their home on the market, because the Town Council does not want empty flats in Reus.

More reductions for social rentals

The bylaws also extend the IBI reduction to homes managed by social organisations and the Agència de l'Habitatge de Catalunya for vulnerable people. The reduction will be 50% if the home is let for between 6 and 11 months, and 70% if it is let for more than 11 months. The other existing reductions, such as those linked to buildings' energy efficiency, remain in place.

How much people pay in Reus

According to figures provided by the Town Council, the average tax burden in Reus is €878 per inhabitant per year. The Catalan average is €946, the province of Tarragona €940 and the Catalan provincial capitals €952.

Approved at the plenary

The council plenary approved the bylaws on 23 October, together with the budget and investment plan for 2027. The small print of each reduction (requirements and how to apply) is set out in the text of the bylaws to be published by the Town Council.

What does this mean for you?

If you own a home in Reus, you will not pay more IBI on it in 2027. If you are going to sell, municipal plusvalía is not going up either, in a market where prices in Reus have risen more than 15% in a year.

If you have an empty flat, the surcharge will remain as long as it stays empty. It is worth doing the sums: letting it, through the Borsa to benefit from the new reduction or on your own, or selling it at a good time for prices. Every case is different and depends on the condition of the home, the area and what you need.
