Interest-free loans of up to €50,000 for a first home: what we know about the Tu Casa scheme

13 October 2026 · 5 min read

Update (20 October 2026): the vote on the decree in the Standing Committee did not take place on 16 October as announced. It is now scheduled for 12 November.

The Government has created a public loan scheme, called Tu Casa, to help pay the deposit on a first home: up to €50,000 with no interest or fees, on top of the bank mortgage. The measure has been published in the BOE (Spain's official gazette) since 7 October 2026, but you cannot apply yet and it has important conditions worth knowing. If you are thinking of buying your first home in Reus, Tarragona or the Costa Dorada, this is what we know today.

What the Tu Casa scheme is

Tu Casa is set out in article 19 of Royal Decree-law 29/2026, approved on 6 October after the Congress rejected the previous housing decrees. The text came into force on 8 October and allocates 10 billion euros to the scheme.

According to the decree, it is a loan for people buying their first main home with a mortgage, with no age limit, and it works as a complement to the bank's financing. It is designed for people who can afford a mortgage but have not saved enough for the deposit. It will be managed by the Instituto de Crédito Oficial (ICO).

How much you can borrow and how it is repaid

  • Amount: the lower of 20% of the home's value and €50,000.
  • Cost: 0% interest and no fees.
  • Grace period: repayments do not start until the mortgage ends, up to a maximum of 30 years.
  • Repayment: afterwards, over a period of up to 10 years.

Some examples using that rule: for a €150,000 home, the maximum would be €30,000; for a €200,000 home, €40,000; and from €250,000 the €50,000 cap applies. This is our own indicative calculation. And it is a loan, not a grant: it has to be repaid.

The most important condition: a maximum resale price

This is the point worth reading most carefully. The decree states that a home bought with Tu Casa must be used as a main residence and is permanently subject to a maximum transfer price.

  • If it is sold: the price cannot exceed the purchase price updated in line with the CPI. The value of certain renovation or improvement works may be added, under conditions still to be defined.
  • If it is let: the rent must stay below the limit set by the state reference rental price index.
  • It will be in writing: the restriction will appear in the purchase deed and be recorded at the Land Registry.

In practice, anyone who uses this loan gives up selling at market price in the future. It is a very long-term decision, not just help with the deposit.

What is still needed before you can apply

You cannot apply yet. Two steps remain:

  • Validation of the decree. With Parliament dissolved for the 29 November elections, it is voted on by the Standing Committee of the Congress. The vote, first announced for 16 October, is now scheduled for 12 November, according to Europa Press. If it is not validated, the decree lapses, as happened with the previous one.
  • A Council of Ministers agreement. The decree leaves it to that agreement to set who can benefit, the limits and the application procedure. There is no date.

The ICO has explained that the loans will be channelled through the banks and that the conditions are still to be finalised.

What does this mean for you?

If you want to buy your first home, it is something to follow closely, but not something to count on yet. It is not wise to sign a deposit contract assuming you will get this loan. What you can do now is review your financing with the bank and decide whether a scheme that limits the price you can sell for is worth it to you.

If you want to sell, nothing changes today. If the scheme does get under way, it could bring buyers with stable incomes but no deposit into the market.
